Negros Occidental third district Rep. Alfredo Benitez denied Charter Change is being “railroaded,” saying it is going through the proper procedures. He also pointed out, hearings have been conducted by the House Committee on Constitutional Reforms.
In addition, Benitez pointed out, President Rodrigo Duterte was already discussing such matters while on the campaign trail back in 2016.
He added, a technical working group has been formed, along with a sub-committee.
The congressman said an all party caucus is scheduled for this week in order to discuss provisions of the measure and said there is no issue with the House of Representatives and the Senate voting jointly or separately on the said provisions.
Earlier Senator Panfilo Lacson filed a resolution insisting the two chambers of Congress vote separately on certain provisions; however, House Speaker Pantaleon Alvarez insisted they vote jointly./DGB, WDJ
