The Negros Oriental State University (NORSU) has called for a thorough investigation into the accident in Bayawan City on February 4, that resulted in the death of a student trainee and eight city government employees.

In a statement, NORSU confirmed that one of the fatalities was Warren Arseñas, a fourth-year student of the College of Industrial Technology (CIT) from the NORSU Bayawan – Santa Catalina Campus.

Arseñas was undergoing on-the-job training (OJT) at the Agricultural Engineering Unit of the city government when the incident occurred.

University officials said they are coordinating closely with Bayawan City authorities to ensure a comprehensive probe into the circumstances surrounding the accident.

NORSU emphasized that the OJT program was carried out under a memorandum of agreement between the university and the local government unit, clearly outlining the duties and responsibilities of both parties.

The university added that prior to deployment, CIT conducted an orientation for students and their parents to ensure proper understanding of the program, including safety and preparedness requirements.

Arseñas had completed the required orientation before his assignment.

NORSU expressed deep condolences to the family of the victim, saying immediate support and assistance have already been extended.

The CIT-NORSU Bayawan Campus also mourned the loss, noting that the tragedy has deeply affected the academic community.

“We are deeply saddened by the unfortunate accident involving our intern and alumni. May our thoughts and prayers bring comfort and strength to the bereaved families,” the campus said in a separate message.

Meanwhile, the Commission on Higher Education in the Negros Island Region confirmed that it has launched its own investigation into the incident, as authorities work to determine accountability and prevent similar tragedies in the future./CJ, WDJ
