Focus on watershed preservation | Nature protection urged in bulk water project

The Green Alert Network Negros Island Region Inc. is set to submit a manifesto outlining its position and recommendations regarding the proposed Negros Occidental bulk water supply project being pushed by the provincial government.

The project identifies the Malogo River, which traverses Silay City, E.B. Magalona and Victorias City, as a potential water source.

Rusty Biñas, Green Alert Network representative, said the manifesto was crafted following a series of environmental activities and consultations attended by youth groups, barangay residents, Bantay Bukid members, and environmental advocates.

The document will be forwarded to concerned local government units, the provincial and national governments, and key agencies such as the Department of Environment and Natural Resources.

Biñas said the manifesto has already been finalized and includes recommendations focused on forest restoration and the protection of watersheds that serve as critical water sources.

“We should not focus solely on water utilization but also on the restoration and protection of forests,” Biñas stressed, noting that reforestation efforts in the area still need significant improvement.

He emphasized that safeguarding forest areas should be prioritized to increase water volume and ensure long-term sustainability.

The group is also calling for stricter regulation of structures being built within forested areas and the continued preservation of watersheds that supply water to communities.

Project transparency

Meanwhile, former Diocese of Bacolod Social Action Center head Rev. Fr. Ernie Larida said the manifesto aims to convey the sentiments of local residents and urge the provincial government to maintain transparency regarding the project.

Larida said communities deserve a clear explanation of both the benefits and possible drawbacks of the proposed bulk water supply system.

Both Biñas and Larida clarified that they are not opposing the project outright.

Instead, they are advocating for stronger environmental safeguards, increased water resource capacity, and comprehensive forest protection measures before the project moves forward.

The manifesto will be signed by participants who took part in the consultations and environmental activities and will also be open to other residents who wish to support the initiative.

The provincial government previously conducted a public hearing on the proposed Negros bulk water supply project in Barangay San Isidro on May 20.

However, concerns were raised by some participants who described the consultation as overly technical.

In response, Governor Eugenio Jose Lacson assured the public that additional consultations would be held to further discuss the project and address community concerns./CCJ, WDJ
