Ordinance requires LGU review of nat’l projects

To ensure efficient use of government funds and avoid duplication of infrastructure initiatives, Bacolod City Councilor Caesar Distrito has filed a proposed ordinance requiring all national government projects to undergo consultation and coordination with the city government before implementation.

Distrito, who chairs the Sangguniang Panlungsod’s Committee on Ways and Means, said the measure will help streamline project planning by checking whether the city has already allocated funds for a similar initiative in the same area.

This, he stressed, will not only prevent overlapping projects but also curb unnecessary spending.

The councilor also pointed out that mandatory consultations can serve as a safeguard against so-called “ghost projects” — infrastructure projects that are funded but never actually built.

Under the proposal, national agencies implementing projects in Bacolod must present their plans to the city government, including the intended benefits, safety and traffic management measures, and expected completion timeline.

If an implementing agency fails to comply with the required coordination, they may face penalties, and the mayor will have the authority to issue a cease-and-desist order against the project.
