Congressman supports constituent assembly

Negros Occidental second district Rep. Leo Rafael Cueva said he backs the transformation of the House of Representatives and the Senate into a constituent assembly, as part of the transition to federalism.
During a recent interview, he said it is possible there will be no midterm elections in 2019 if the assembly starts this October, which Cueva said he is amenable to for up to a year.
He said everything about the constituent assembly and federalism would be clearer once congress resumes session next week, January 15.
Back in 2016, Negros Occidental Vice Governor Eugenio Jose Lacson voiced support for a constituent assembly, where Congress deliberates amendments to the Constitution, which he called a “cheaper and faster way to go.”
At the same time, House Speaker Pantaleon Alvarez claimed President Rodrigo Duterte preferred a constitutional convention, where delegates are chosen through an election./DGB, WDJ
