The Department of Agriculture in the Negros Island Region (DA-NIR) has released a public advisory outlining clarificatory guidelines on fuel purchases, following directives from the Department of Energy (DOE), as part of measures to prevent hoarding and ensure fair fuel distribution during potential supply disruptions.

In its statement, DA-NIR said the purchase of fuel using containers such as drums or jerrycans remains allowed, provided these are intended for legitimate operational needs.

These include use in agricultural machinery, irrigation systems, fishing vessels, and other essential services critical to food production and rural livelihoods.

However, authorities warned that fuel purchases deemed excessive or beyond normal consumption levels may be subject to verification.

The measure aims to deter hoarding practices that could strain supply and disrupt access for key sectors.

Meanwhile, fuel retailers may implement temporary purchase limits per vehicle when necessary.

The DOE said such controls are meant to prevent panic buying and ensure that essential sectors — including agriculture, emergency services and public transportation — continue to have access to fuel.

DA-NIR urged farmers, fisherfolk and other stakeholders to practice responsible fuel consumption and refrain from unnecessary stockpiling, stressing that cooperation is vital to maintaining stable supply levels.

“These measures are in place to support uninterrupted agricultural operations and promote equitable access to fuel, especially during critical periods,” the agency said.

The advisory comes amid concerns over possible fuel supply fluctuations, prompting government agencies to tighten monitoring and reinforce guidelines to safeguard essential industries./CJ, WDJ
