The National Police Commission (Napolcom) has formally begun a comprehensive inspection and evaluation of police manpower deployment across the Negros Island Region (NIR) following the conduct of an Inspection, Assessment and Monitoring (IAM) Entrance Conference on Thursday, February 26.

Held at Kanlaon Hall inside Camp Alfredo M. Montelibano Sr. in Bacolod City, the conference marked the official start of Napolcom’s continuing review of police personnel allocation, distribution and deployment aimed at strengthening operational readiness and public service delivery.

During the conference, Napolcom outlined the scope, objectives and evaluation framework that will guide the inspection process, emphasizing the importance of accurate data, proper documentation and inter-agency coordination.

Assessment parameters focused on ensuring that police manpower is strategically deployed and aligned with operational demands and community needs.

Napolcom-NIR Director Owen de Luna stressed that the IAM is intended not merely as a compliance check but as a collaborative process to help police units identify strengths and areas for improvement.

He underscored that while Napolcom exercises oversight under Republic Act No. 6975, the inspection is anchored on professionalism, accountability and mutual respect.

Findings, he said, should be viewed as opportunities to enhance systems, training and resource utilization./CJ, WDJ
