The Bacolod Sangguniang Panlungsod (SP) is calling for strict regulation and enforcement against excessively loud motorcycle mufflers, following rising public complaints and recent incidents disturbing local communities.

This call comes after the SP approved a resolution urging the City Legal Office and the Bacolod Traffic and Transportation Management Department to coordinate with the Bacolod City Police Office and the Land Transportation Office for intensified monitoring and implementation of City Ordinance No. 356.

The ordinance prohibits the use of modified or loud mufflers that exceed the allowable noise levels within city limits.

In a phone interview on Thursday, August 7, Councilor Jason Villarosa cited a recent case in Barangay Alangilan, where residents complained of motorcyclists allegedly racing during the nighttime, causing noise disturbances.

“This isn’t just happening in Alangilan — it’s becoming common across various barangays in Bacolod. Regulation is long overdue,” Villarosa said.

Barangay officials in Alangilan have previously taken proactive steps by enforcing a local curfew for minors and banning loud mufflers.

Villarosa emphasized that similar measures must be expanded citywide to maintain peace and reduce public nuisance.

The resolution reflects the growing concern over public safety, health and quality of life, as motorcycle noise pollution continues to plague several neighborhoods, particularly during nighttime hours.

Earlier, Bacolod Mayor Greg Gasataya said there would be a reinforcement from the Bacolod City Police Office to assist barangay authorities in Alangilan in ensuring the curfew and muffler ordinance are effectively implemented.

“The city supports Barangay Alangilan’s efforts to preserve peace and safety for its residents. The city will provide police presence to ensure these measures are carried out properly,” Gasataya said./CJ, WDJ
