The Bacolod City government imposed a fine amounting to P1.68 million on IPM Construction and Development Corporation (IPM-CDC), the city’s garbage hauler, for violating its contract.
City legal officer Atty. Karol Joseph Chiu said IPM-CDC failed to deliver the required Global Positioning System (GPS) tracking system and didn’t meet the shredder requirements.
Chiu said the garbage hauler didn’t provide the necessary GPS access to the city mayor’s office, the Bacolod Environment and Natural Resources Office (BENRO), and the Management Information Technology and Computer Services.
The penalty will encourage IPM-CDC to fulfill their contractual obligations with the city government.
Chiu said there is a need for proactive monitoring of the firm’s compliance with the routing schedule, ensuring the city mayor’s office and BENRO have access to the GPS system.
Earlier, Councilor Homer Bais, chairman of the Committee on Environment and Ecology, said IPM-CDC conducted a committee hearing on Tuesday, July 29, to look at the garbage hauling operations.
Among the discoveries that have not yet been delivered by IPM are 21 units of three-wheeled vehicles or tricycles.
Based on the submission, the 400 tons per day of garbage collection has been reduced to 350 to 331 tons per day.
The councilor pointed out that the weight of the garbage is not the same during the summer because the garbage is dry and light.
Meanwhile, he also discovered many other things, which is why he will meet with the city council and announce his findings.
The decision will depend on how IPM will act on its recommendations, Bais said./WDJ
