The Commission on Elections (Comelec) clarified that candidates may participate in events and contests during the campaign period, so long as no election laws are violated.

Comelec Chairperson George Garcia stated that candidates are allowed to take part in various activities.

“They can serve as judges, put the crown, place the sash or whatever … They can participate in such activities,” Garcia said.

He, however, warned that bets or political parties are not allowed to give prizes during such events as they may be considered as vote buying.

“They are prohibited from giving out prizes or rewards. That will be vote buying. Let us avoid such acts,” he said in an interview.

Garcia also warned that providing food for attendees during such gatherings is not allowed.

“If you feed everyone there, including the audience, that could also be considered vote buying,” he said.

Under the Omnibus Election Code, vote buying occurs when a person gives, offers, or promises money or anything of value — directly or indirectly — to persuade individuals or the public to vote for or against a candidate. (PNA)
