Alleged NPA member arrested in Talisay

Two days after soldiers of the 79th Infantry Battalion (79IB) rescued a baby reported to be the child of a New People’s Army (NPA) insurgent, another suspected NPA rebel was arrested in the same area of Barangay San Fernando in Talisay City, Negros Occidental Thursday morning.

Authorities identified the alleged NPA insurgent as Ruffa Baynosa, a resident of Barangay San Jose, Toboso, Negros Occidental.

Lt. Colonel Gerard Alvaran, commander of the 79IB, said the troops were monitoring the area when they noticed Baynosa entering the house of a civilian.

The troops immediately held Baynosa for questioning, however, Talisay City police later discovered that Baynosa has three existing warrants of arrest for murder, and two for frustrated murder issued by the San Carlos City Regional Trial Court Branch 58.

It was also alleged that she was part of the 20 NPA rebels who ambushed a utility truck carrying civilians at Sitio Toril in Toboso town’s Barangay Salamanca in July 13, 2009 which resulted in the deaths of three civilians and wounding three others.

Baynosa is now detained at the Talisay City Police Station./DGB, WDJ
