NTF-ELCAC alarmed over youth ‘terror grooming’

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) renewed its warning against alleged communist rebel recruitment among the youth following the death of former student leader Vince Francis Dingding during an armed encounter in Negros Occidental’s Cauayan town on Saturday, May 16.

In a statement, NTF-ELCAC described Dingding’s death as a “painful reminder” of what it called the continuing “terror-grooming pipeline” of the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF), which allegedly targets idealistic young Filipinos and draws them into underground armed struggle.

Government troops recently figured in an encounter with NPA remnants in Cauayan, resulting in the deaths of five individuals, including two alleged rebel leaders.

Authorities identified Dingding among those killed, claiming he had served political and organizational roles within the rebel movement’s Southeast Front operating in Negros.

NTF-ELCAC said Dingding was once active in student leadership and had ties to the University of the Philippines – Cebu community before allegedly joining underground operations.

The task force stressed that his death should not merely be viewed as an operational success, but as the loss of another young Filipino whose future was cut short by armed conflict.

“Behind every casualty is not just a name in a report, but a son, a friend, a classmate, and a human life that once held immense possibility,” the statement read.

The agency emphasized that many young people who enter advocacy and civic organizations do so with sincere intentions to help communities and push for social change, but warned that some eventually become vulnerable to ideological recruitment leading to armed insurgency.

NTF-ELCAC also clarified that references to Dingding’s alleged associations were not meant to imply guilt by association, noting that each individual and case should be judged based on facts and legal processes.

However, the task force maintained that a broader pattern exists in which activism, ideological influence, underground organizing, and armed struggle may intersect.

The agency called on families, schools, universities, and communities to remain vigilant and help prevent young people from being drawn into violent movements.

“Prevention is our strongest weapon against terror grooming,” NTF-ELCAC said, adding that once individuals become deeply involved in armed organizations, leaving becomes increasingly difficult.
