The 30th Panaad sa Negros Festival officially opens today, with the provincial government affirming its decision to push through with the event, citing that its economic and social benefits outweigh the costs despite ongoing financial challenges.
Provincial Administrator Rayfrando Diaz II said the move to proceed was driven by both contractual obligations and the expected boost to the local economy.
He explained that agreements tied to the festival have already been finalized, and canceling the event would result in significant financial losses for the provincial government, sponsors and participating local government units (LGUs).
“Contracts have already been done. There would be big damage once these are terminated,” Diaz said, adding that the government should not be the first to withdraw from commitments during difficult times.
Diaz emphasized that the festival remains a key driver of economic activity in the province, benefiting sectors such as tourism, food and small enterprises while generating livelihood opportunities for many Negrenses.
He also clarified that there has been no opposition from LGUs regarding the continuation of the festival.
According to Diaz, no consensus to cancel the event was reached, with stakeholders recognizing that the overall value of the festival outweighs its drawbacks.
“If you weigh it in, there are more benefits than disadvantages,” he said.
Addressing concerns over government spending, Diaz assured the public that the province has long implemented fuel- and energy-saving measures, even prior to the current economic situation, stressing that these reflect responsible governance.
“The province can never be accused of being insensitive or wasteful,” he added.
The weeklong “festival of all festivals,” to be participated in by all the province’s cities and municipalities, including highly urbanized Bacolod City, will kick off today.
This year marks a milestone as all 32 LGUs, including Bacolod City, are set to participate in the Lin-ay sang Negros pageant — the first time the competition will feature a complete roster in its history.
The Police Regional Office in the Negros Island Region deployed nearly 900 security personnel for the weeklong festivities, with a formal send-off ceremony at the Panaad Park and Stadium in Bacolod City’s Barangay Mansilingan on Saturday, April 11.
Authorities said the deployment forms part of a comprehensive security plan anchored on intelligence-driven operations, increased police visibility, and close coordination with local government units and partner agencies.
To ensure safety, police personnel will be deployed across festival venues, supported by additional security forces from the provincial government.
A gun ban will also be enforced in Bacolod City throughout the festival, which runs until April 20./CJ, WDJ
