PRO-NIR holds seminar on child protection, juvenile handling

The Police Regional Office in the Negros Island Region (PRO-NIR) has launched a five-day seminar aimed at strengthening the capability of police personnel in handling children at risk and those in conflict with the law.

The training, which formally opened on Monday, March 16, is being held at the La Carlota-Victorias Hall of the Food Terminal Market in Bacolod City’s Barangay 8.

It brings together 50 participants from various police units across the region.

PRO-NIR Regional Director Arnold Thomas Ibay, represented by Colonel Gilbert Gorero, chief of the Regional Comptrollership Service, led the opening of the seminar.

Also present were key officers from different divisions, including representatives from the Women and Children Protection Desks (WCPD).

Participants include personnel from the Negros Occidental Police Provincial Office, Siquijor Police Provincial Office, Bacolod City Police Office, Negros Oriental Police Provincial Office, and the regional headquarters.

The seminar focuses on the proper handling of Children at Risk (CAR) and Children in Conflict with the Law (CICL), equipping officers with updated knowledge, practical skills and best practices in child-sensitive policing.

It emphasizes a balanced approach that combines law enforcement with compassion, ensuring that minors are treated with dignity while being guided toward rehabilitation.

PRO-NIR said the training underscores the legal and moral responsibility of police officers to uphold and protect children’s rights.

Activities throughout the seminar include expert-led discussions, interactive sessions and scenario-based exercises designed to improve response and intervention strategies.

PRO-NIR added that the initiative reflects their continuing commitment to prioritize child protection across Negros Island.

They also highlighted the importance of collaboration among law enforcement agencies, social workers and community stakeholders in creating a safe and supportive environment for children.
