An upcoming full-scale disaster response simulation exercise (SIMEX) by the Civil Aviation Authority of the Philippines (CAAP) in Negros Oriental will reassure the public of their safety and security, an official said Wednesday.

Frank Muaña Jr., air terminal supervisor and vice chairperson of the Aerodrome Safety and Security Advisory Council at the Dumaguete-Sibulan Airport, said in a press briefing that the SIMEX on October 8 will bring together key players from the government and private sectors in disaster response.

“The regular safety drills and related activities started last year, but this is the first time that we will be holding a SIMEX this big, to test and enhance the readiness, coordination, and capability of the responders as well as inter-agency operability,” Muaña said.

Aircraft accidents, security threats, health emergencies, and other crises are the core of the council’s preparedness, noting that it is key to the seamless response and management in any disaster or calamity, he added.

The council, formed following a commitment signing by its members last month, has prepared contingency plans for various emergency scenarios.

During the upcoming SIMEX, Muaña said there will be 95 volunteers who will role-play as casualties in an aircraft emergency. About 120 to 150 emergency responders from law enforcement, private hospitals, and government line agencies are participating.

Governor Manuel Sagarbarria will lead provincial and local government officials in witnessing the simulation exercises to be held at the Dumaguete-Sibulan airport.

CAAP personnel from Iloilo, Davao and other places will also attend as observers.

Meanwhile, the CAAP official stated that the magnitude 6.9 earthquake that struck Bogo City, Cebu on Tuesday evening, September 30, did not hinder operations or flights in Dumaguete.

CAAP evaluated the passenger terminal structure, various offices, the ramp, and additional facilities to assess their structural soundness. (PNA)
