The National Bureau of Investigation (NBI) has issued subpoenas to three district engineers of the Department of Public Works and Highways (DPWH) in Negros Occidental as part of its ongoing investigation into alleged irregularities in flood control projects across the province.
NBI-Bacolod deputy chief and supervising agent William de Arca confirmed in a radio interview that the subpoenas were served this week to compel the submission of additional documents needed for the probe.
De Arca added that at least three more district engineers are expected to be issued similar orders next week.
Based on NBI records from 2021 to 2025, Negros Occidental has undertaken dozens of flood control projects:
* 1st District: 12 (two still ongoing)
* 2nd District: one
* 3rd District: 14 (two ongoing)
* 4th District: eight (one unfinished)
* 5th District: 21 (mostly in San Carlos City)
* Bacolod City: 38 (eight of which are still in progress)
Investigators are reportedly looking into possible “insertions” in project allocations, as well as whether contract prices strictly followed government guidelines.
De Arca said the DPWH district offices have so far been uncooperative, refusing to release crucial documents despite repeated requests.
The NBI intends to cross-match any documents it obtains with those already in its possession.
He also warned that if the district engineers continue to withhold records, the bureau will elevate the matter to the Independent Commission on Infrastructure for further action./CJ, WDJ
