The Police Regional Office in Western Visayas (PRO-6), with its Integrated Command and Control Center (IC3), a state-of-the-art facility equipped to monitor live feeds from closed-circuit cameras in highly urbanized areas, operates efficiently in reporting incidents, contributing to beat the five-minute response time rule.

Police Regional Office in Western Visayas Director, Police Brigadier General Josefino Ligan, introduced the state-of-the-art PRO-6 Integrated Command and Control Center (IC3) to members of the Regional Law Enforcement Coordinating Council during its meeting at Camp Martin Teofilo Delgado, Iloilo City.

The regional police Integrated Command and Control Center, apart from receiving feeds from CCTVs, can also monitor live feeds from responding dashcam-equipped patrol units or the responding bodycam-equipped patrol units, which beef up the capability to efficiently and effectively direct responding units to a report in less than five minutes.

Ligan led the testing of the five-minute response time of the regional police using the IC3 system.

In all three tests, two in Iloilo City and one in Kalibo, police personnel from the Iloilo City Police Office and the Kalibo Municipal Police Station were able to successfully respond to all the test locations, in two to four minutes.

According to Ligan, the use of the Push-To-Talk radio equipment, and the mastery of the responding patrol unit of the location are vital to successful five-minute responses.

Ligan emphasized that the 911 system is a national-level system, but the PNP is gearing towards localization to improve on the response time.

From June 2 to July 8, regional police units in Western Visayas were able to respond to a total of 78 calls, wherein 65 were responded to within five minutes, while 13 were responded to beyond five minutes, and four of these calls also resulted in warrantless arrest, showing the impact of timely intervention.
