Two bikers, both aging 14 years old, passed by the area and saw the 8-year-old boy, whose name the Watchmen Daily Journal withheld for being a minor, lying on the pavement and holding the duplex electrical wire.

The victim was brought to the Bago City Hospital where he was declared dead-on-arrival by the attending physician.

Police Lt. Col. Joem Malong, chief of Bago City Police Station, said prior to the discovery of the victim, no one saw what had happened or what the victim was doing in the scene.

Police investigation showed that the duplex electrical wire of the Central Negros Electric Cooperative was believed to have been detached from the improvised electrical post going to one of the houses in the area.

The investigation is still ongoing to determine who have lapses or negligence in the incident that resulted to the death of the boy, Malong said.

She added that they are also waiting for the family of the victim if they are willing to file charges to whoever has the liability on the incident./SGG, WDJ
