An engineer of the Provincial Engineer’s Office (PEO) has been ordered dismissed from service by Negros Occidental Governor Eugenio Jose Lacson after he was found guilty of administrative offenses.
Lacson approved the dismissal of Engr. Noel Barredo from the PEO from the service effective immediately for the administrative charges of grave misconduct, vicious habits, disgraceful and immoral conduct, and conduct prejudicial to the best interest of the service.
In an investigation report and notice of termination submitted by Atty. Alberto Nellas Jr., Barredo is barred from entering or approaching the vicinity of the offices under the provincial government.
The notice added that the Office of the Provincial Administrator received an endorsement from the Provincial Human Resources Management Office (PHRMO) of several complaints against Barredo for action.
Among the complaints was an incident report submitted by capitol security guards alleging that while under the influence of alcohol, he reportedly disturbed the joggers and zumba dancers, violated health protocols and urinated inside the Capitol Lagoon Park.
A separate complaint was also received by the PHRMO wherein he allegedly harassed several individuals at a restaurant near the Bacolod City Manokan Country.
A third complaint was also received wherein a blotter from the E.B. Magalona Police Station and the incident report submitted by the staff nurse of the E.B. Magalona Healing Center wherein he allegedly forced his way into the town’s quarantine facility “without wearing a mask and without permission.” He was also reported to be under the influence of alcohol during the incident which took place in September.
A fourth incident report submitted by Engr. Sanny Balinas of the PEO, Motorpool Division from August 25, 2021 reported that he was again under the influence of alcohol and exhibited violent behavior towards the personnel present at the motorpool compound.
In the notice of termination, Nellas said Barredo’s past and current actions have proven that he has gone past reason and has become a danger to his “peers and society.”
Barredo, meanwhile, has not issued a reaction as of press time./DGB, WDJ
