Acting Negros Occidental Provincial Administrator, Dr. Lucille Gelvolea, yesterday revealed a private company offered an “unsolicited proposal” to renovate the provincial government’s Provincial Administration Center (PAC), whose refurbishing has been delayed.
She said Dynamic Builders and Construction Company, Inc. (DBCCI) proposed the construction of a mixed-use building in front of the PAC under a public-private partnership (PPP).
“It will have to through the process,” she explained. “We have already a PPP ordinance in the province, it is not open to bidding but instead open to competitive proposals.”
“We will prepare terms of reference, which shall be approved by the Provincial Board and Governor Alfredo Marañon, Jr.,” Gelvolea added.
She noted the private contractor will be responsible for building the primary structure, but the provincial government must construct a building to house their offices at the rear of the said building.
Earlier, Marañon welcomed an offer from DBCCI, which reportedly offered a P1 billion investment to develop the structure owned by the provincial government.
The Provincial Capitol allotted almost P186 million for the renovation and expansion of the one-hectare property.
