The Bacolod City Sangguniang Panlungsod (SP) passed a resolution during their regular session earlier this week recognizing the observance of International Day of Persons with Disabilities, or the International Day of Disabled Persons, which falls on December 3.
The observance, which was declared by the United Nations (UN) in 1992, seeks to promote the rights and well-being of persons with disabilities.
According to the resolution, authored by City Councilor Em Ang, the policy is in line with Presidential Proclamation No. 1157, issued by former President Gloria Macapagal-Arroyo, which declared December 3 as International Day of Persons with Disabilities in the Philippines, noting, “The advocacy of the rights and privileges of persons with disabilities needs priority attention and action, particularly in developing countries like the Philippines.”
Since the day’s establishment in 1992, the UN has since adopted the Convention on the Rights of Persons with Disabilities in 2006, which seeks to change attitudes and approaches to persons with disabilities./PLL, WDJ
