After Metro Bacolod District Jail (MBDJ) inmate Nolan ‘JocJoc’ Baldomar was transferred to the Negros Occidental Provincial Jail (NOPJ) and died following an altercation with fellow inmates, NOPJ warden, Jail Senior Inspector Castle Masip, was served administrative charges of neglect.
According to the Bureau of Jail Management and Penology-Negros Island Region (BJMP-NIR) spokesperson, Jail Officer 2 (JO2) Juniven Rey Umadhay, Masip allegedly failed to intervene in the conflict.
He explained, it is Masip’s command responsibility to ensure the safety and welfare of inmates.
Baldomar had previously been transferred after violence erupted following a prison shakedown at MBDJ.
Umadhay said the assailants likely held a personal grudge against the victim./WDJ
