
Romulo was former executive secretary, finance secretary, foreign affairs secretary, and budget secretary.
Romulo is also an adopted son of Bacolod.
When he was senator, he was declared adopted son of Bacolod on April 4, 1990 for being “very responsive, receptive, accommodating, and facilitative to the needs of the people of Bacolod City and Negros Occidental,” as stated in Resolution No. 117 series of 1990 of the Sangguniang Panlungsod.
The Ang Banwahanon is the highest award the Bacolod City government bestows on its citizens in recognition of their works and achievements which made a great impact to the community.
Four Bacoleños are expected to become recipients of the Ang Banwahanon Award this year.
The Ang Banwahanon Awards Committee is chaired by George Zulueta, with Maria Rosario Sola as vice chairman, and Dr. Ma. Johanna Ann Bayoneta, Ian Lo, Dr. Hector Gayares, and Franklin Fuentebella as members.

Meanwhile, the city government will also award the Outstanding Taxpayers and Outstanding Employees during the Commemoration of the 79th Year of the Signing of the Charter of Bacolod City on Sunday, June 18, at the BCGC Lobby starting 9 a.m.
Mayor Evelio Leonardia will also award the Mayor’s Special Citations.
