Fire Officer 2 (FO2) Archie Españo, lead arson investigator for the Bureau of Fire Protection-Bacolod, identified the victim and owner of the residence as 70-year-old Patria Arro.
Españo said, based on Arro’s statement, she was inside her room and lit a candle at their altar during her evening prayers.
