With spray-painted messages found throughout the provinces of Iloilo and Capiz urging locals to join the New People’s Army (NPA), Philippine Army officials stationed in Panay dismissed it, calling it proof the group’s power on Panay island is in decline.
“This only reflects their need to recruit more because their forces are depleted,” said 82nd Infantry Battalion (82IB) commander, Lt. Colonel Vener Morga.
