Strategic move: OCD-6 mulls expanding Kanlaon’s 6-km permanent danger zone

The Office of Civil Defense in Western Visayas (OCD-6) is contemplating the expansion of Kanlaon Volcano’s six-kilometer permanent danger zone to 10 kilometers.

This comes in light of Kanlaon’s heightened volcanic activities and the potential threat posed by a low-pressure area off the coast of Mindanao, which could lead to lahar flows affecting communities surrounding the volcano.

“We’re also planning to move the evacuation centers that are still within that range, from six to 10 kilometers, to at least outside the 14-kilometer radius,” OCD-6 director and Regional Task Force Kanlaon chairperson Raul Fernandez said.

The strategic move aims to enhance safety measures for residents who have already been affected by the ongoing volcanic threat.

Fernandez said the urgency of these measures is underscored by the ongoing assessments from the Philippine Institute of Volcanology and Seismology (Phivolcs), which indicate a huge possibility of another explosive eruption at Kanlaon.

“Based on the assessment of Phivolcs, volcanic activities are ongoing, including volcanic earthquakes,” Fernandez said.

The OCD-6 has assured that adequate provisions are being made for those displaced by the threat of volcanic activity.

Fernandez confirmed that there are sufficient food and non-food items available for evacuees, with supplies sourced not only from government agencies but also through generous donations from various organizations and individuals.

However, he acknowledged that, as residents may need to remain in evacuation centers until after the New Year, there is a pressing need for more diverse food options and recreational materials for children.

“While we are providing basic necessities, we want to ensure that families have access to varied food choices and activities that can help keep children engaged during this challenging time,” Fernandez said.

The Department of the Interior and Local Government has reported a remarkable 99.17 percent evacuation rate among residents in the permanent danger zone, translating to approximately 5,772 families or 18,475 individuals who have sought refuge in safer areas.

There are 29 evacuation centers established in five local government units (LGUs) near Kanlaon, with 10 family tents being set up in Negros Occidental’s La Carlota City.

Meanwhile, LGUs have been proactive in issuing camp passes for designated family members who need to return home shortly to care for livestock or tend to essential farm chores.

“While we need to ensure the safety of residents, we can’t discount the fact that most of their livelihood is left behind,” Fernandez said.

“We’re giving them a window period to conduct this activity between 6:00 a.m. to 4:00 p.m.,” he added./JB, WDJ
