A man whose hands and face were wrapped in packing tape was found dead at Barangay Tortosa in Negros Occidental’s Manapla town on Saturday night, July 1.

Police said the man was wearing black sando and blue shorts, and was about 35 to 40 years old.

A placard with the message “Wag Tularan, Kawatan Ako,” and two empty shells from a .45 caliber pistol were recovered from the crime scene.

Authorities said the name “Edgar Lusmenda” was tattooed on his left arm.

He had a visible wound on his head, police said.
