The head of the Philippine National Police-Highway Patrol Group (PNP-HPG) in Cadiz City, Negros Occidental was arrested for allegedly raping a minor on Tuesday, July 27. 

Cadiz City police chief Lieutenant Colonel Rocky Desear identified the suspect as 47-year-old Staff Sergeant Willard Judis, married and a resident of Barangay Balaring in Silay City.

Police, meanwhile, refused to identify the victim who is aged 12 years old.

Based on a statement given by the victim’s aunt, around 4:00 a.m. on Tuesday, the suspect went home in a barangay in Cadiz City where his live-in partner resides.

According to the victim, the suspect entered her room and started sexually assaulting her.

The victim’s mother, who at the time was outside their house, heard her daughter shouting and she immediately went to her daughter’s room and caught the suspect inside.

The suspect was later arrested by his fellow cops from the Cadiz City Police Station. The victim’s biological father and mother are determined to file criminal charges against the suspect.

Aside from the rape charge, the suspect may also face additional administrative charges after it was also learned that he has a legal wife in Silay City.

Previously, PNP chief General Guillermo Eleazar had issued a warning to policemen not to have extramarital affairs as it is in violation of the PNP’s code of ethical standards./DGB, WDJ
