Engineer: No irregularities in Halandumon Tower construction

Bacolod City Engineer’s Office project engineer Loban Rafael Ceballos insisted there were no irregularities in the construction of the P4.8 million Halandumon Tower, which was struck by a vehicle last week.
“I assure you, there were no irregularities,” he affirmed during a press conference yesterday at the Bacolod City Government Center.
In response to critics who questioned the cost when the inside of the structure was revealed to be hollow, Ceballos explained the tower is made of lightweight concrete, along with various components, and dismissed claims of overpricing and the alleged use of substandard materials.
Meanwhile, he pointed out, since the structure has not been formally turned over by the contractor to the city, the matter regarding the vehicular accident is between the Humming Bird Construction and Supply, the contractor, and the driver, identified by Police Station 1 as Shin Inhwan of the city’s Barangay Tangub.
The city official said the turnover remains pending as the contractor is working on an issue with lighting fixtures./DGB, WDJ
