Individual claims he felt threatened by Duterte

A convict from Bacolod City who was earlier released under RA 10592, an amendment to the Revised Penal Code referred to as the “Good Conduct Time Allowance Law,” recently surrendered to the Bacolod City Police Office (BCPO). Police identified the individual in question as Joel Marinas.
When interviewed by members of Police Station 2 (PS2) and the media, he said he voluntarily surrendered after fearing for his life following threats made by President Rodrigo Duterte.
Documents showed Marinas was convicted on six counts of rape in Cauayan back in 2006; however, in 2018, he was released for “good conduct.”
Following his surrender, PS2  immediately processed him and he was turned over to the Bureau of Jail Management and Penology in Bago City.
Marinas is one of the 21 such convicts believed to be living in Bacolod City.
BCPO earlier urged convicts living in the city to surrender to authorities.
With Duterte’s deadline to surrender expiring yesterday, the Department of Justice has warned those yet to yield to authorities that will be treated as fugitives and subject to police operations.
Earlier, the Negros Occidental Police Provincial Office reported seven convicts had surrendered in various towns and cities across the province.
The good conduct law earlier came to light after it was revealed convicted rapist-murderer Antonio Sanchez, former mayor of Calauan, Laguna, was set to be released for “good conduct.”
He was sentenced to seven life sentences for the murder of two University of the Philippines-Los Baños students in 1995. One of the victims was also reportedly raped by Sanchez and his henchmen.
Duterte later ordered Sanchez to remain in prison as the law was temporarily suspended pending an amendment by lawmakers./DGB, WDJ
