The Negros Occidental Human Resource Management Office was recently recognized by the Civil Service Commission (CSC) with the Program to Institutionalize Meritocracy and Excellence in Human Resource bronze award.
The award was given out during an event at the Philippine International Convention Center in Manila earlier this week with Provincial Human Resource Management head, Atty. Annabelle Palic, and Negros Occidental Governor Eugenio Jose Lacson’s chief of staff, Dr. Jonathan Lobaton, receiving the award.
The award affirms the provincial government is compliant with various indicators pertaining to human resource management including recruitment, selection, and placement; learning and development; performance management and rewards; among other tenets.
The program seeks to transform human resource management systems, competencies, and practices.
Earlier this month, Negros Occidental Provincial Administrator, Atty. Rayfrando Diaz II, announced Lacson had reversed a decision by former Governor Alfredo Marañon, Jr. to reassign Palic, following a decision by the Department of Budget and Management (DMB).
In the closing days of the Marañon administration, then-Negros Occidental Provincial Budget Officer Jose Percival Salado called for Palic to be relieved of duty after DBM issued an opinion disallowing the creation of a human resource department.
However, Diaz noted, dissolving such a position would have to come from the CSC.
