After a complaint was filed against former Moises Padilla town police chief, Police Captain Allan Reloj, last year in connection to the arrest of then-Moises Padilla Vice Mayor Ella Celestina Garcia-Yulo, who was elected mayor in last week’s midterm elections, the National Police Commission-Region 6 (Napolcom-6) has since endorsed the said charges to the Napolcom en banc in Quezon City.
Based on documents obtained by members of local media, Napolcom-6 director, Atty. Joseph Celis, forwarde an 899-page investigation report after Garcia-Yulo and her husband, Felix Mathias Segundo Yulo III, filed charges of grave misconduct and grave irregularities against the former local police chief.
The couple was arrested towards the end of 2017 after being stopped at a checkpoint, where police found firearms and explosives in their vehicle, along with a bag of suspected shabu that the provincial crime lab later revealed to be fake.
In addition, the pair filed additional cases against Reloj on charges of perjury, falsification of public documents, and planting of evidence.
After being relieved of duty in Moises Padilla, Reloj was transferred to the Pulupandan Municipal Police Station.
Last month, the acting provincial prosecutor for Negros Occidental revealed they found reasonable grounds to charge Moises Padilla Vice Mayor Ella Garcia-Yulo and her husband, Felix Mathias Segundo Yulo, for illegal possession of firearms and explosives.
The two have since posted bail./DGB, WDJ
