Partylist legislator wants Land Transportation and Traffic Code overhauled

1-Care Partylist Rep. Carlos Roman Uybarreta recently called for the overhaul of RA 4136, or the Land Transportation and Traffic Code, citing changes and innovations since the law was first passed in 1964.
He also wants to change the Land Transportation Franchising and Regulatory Board (LTFRB) charter, which was introduced in 1987 via an executive order signed by then-President Corazon Aquino.
“The factors that affect fares, traffic, and public utility vehicle franchises have vastly changed since 1964 and 1987,” the congressman explained. “These two laws must be overhauled.”
He cited items such a ride sharing technology and electric vehicles, along with a population that has swelled.
“Dahil lumang mga batas ang basehan ng ating gobyerno, kapos ang mga hakbang ng LTFRB at LTO (Since our government bases policy on old laws, that is why the LTFRB and Land Transportation Office are lacking),” Uybarreta added.
Earlier, he called for public utility vehicles (PUVs) to provide itemized costs for fares, calling the current system “archaic” and “obsolete.”
“When we book flights, we see every detail of the airfare we pay for,” the partylist legislator said. “We should have the same for land PUVs.”/WDJ
