Former presidential spokesperson and senatorial candidate Harry Roque, Jr. recently pointed out, with regard to a shift to a federal form of government, there are three amendments necessary to the Constitution.
He said amendments to revise the internal revenue allotment, which is a local government unit’s share of national tax revenue; providing more wealth to local governments; and granting the power to tax without consent from Congress would need to be submitted.
“If all of these are approved, then we will have federalism,” Roque stated.
“We cannot anymore trust Congress on this, it should be the people,” the former spokesperson added.
