A former barangay captain yesterday revealed details surrounding a suspected drug cartel operating in northern Negros, pointing out, the organization is supposedly run by both politicians and private citizens.

During a press conference, former Barangay Bantayanon Captain Alfredo Hulleza of Calatrava, who currently serves as a kagawad, admitted he was previously associated with a group called the “Admin Drug Cartel,” which reportedly operates throughout the Negros Occidental first congressional district.

He said around 50-kilograms of shabu enters the San Carlos City port every month, which is then transported, by a certain Gaga Bertucio, to a warehouse located in Barangay San Isidro, Calatrava. Drug dealers from across the province subsequently visit the facility to pick up their supply.

The barangay official noted, the warehouse owner allegedly has ties with suspected Cebu-based drug lord Peter Lim.

He added, a ship anchored in San Carlos City was being used as a shabu laboratory; however, after Rodrigo Duterte was elected president in 2016, the cartel abandoned the vessel, which was later seized by the Philippine Coast Guard.

Hulleza said he cut ties with the group this year, claiming they turned on him. He explained, the organization attempted to assassinate both him and his brother, killing the latter. However, after successfully escaping the situation, he reported the incident to the Calatrava Municipal Police Station but said the police laughed at him.

He added, the group protects several former and incumbent first district officials, along with providing food, medicine, and weapons for the New People’s Army.

Hulleza said he wants the entire country to know the Negrense businessman involved in illegal drug and illegal gambling activities. However, due to the sensitivity of the matter, Watchmen Daily Journal will not reveal the identities of the individuals named, pending their response to the allegations.

Bertucio’s name surfaced earlier last month after Philippine Drug Enforcement Agency agents seized six kilograms of suspected shabu in San Carlos City./DGB, WDJ
