Police Station 4 (PS4) arrested two men yesterday morning at the Bacolod City Government Center for distributing, what are being described as, “libelous letters” about the Bacolod City government.
Police arrested 60-year-old Perfecto Senyeres and 39-year-old Mark Anthony Diaz, both residents of the city’s Barangay Villamonte.
The recovered documents discussed alleged anomalous transactions by the current mayoral administration and were addressed to both President Rodrigo Duterte and Jaime Llagano Mabilin of the Presidential Complaint Center Office.
The letter named Bacolod City Mayor Evelio Leonardia; Executive Assistant Eduardo Ravena; City Legal Officer, Atty. Joselito Bayatan; Secretary to the Mayor, Atty. Edward Joseph Cuansing; Executive Assistant Samuel Montoyo; Rolly Baliguat; and Marlon Solidum. Meanwhile, the said letter was signed by Senyeres, Diaz, Edgar Cadagat, Antonio Wong, and Nemesio Demafiles.
Senyeres said the letter was intended to be seen by city officials, particularly regarding the case surrounding Penjan Builders and Supply, a supplier of construction materials for the rehabilitation of damaged uncemented roads in various Bacolod City barangays, who, last year, filed a complaint with then-Department of the Interior and Local Government Secretary Ismael Sueno, requesting his agency conduct an investigation into the city government.
In a letter penned last November with Cadagat and Senyeres last November, Wong claimed the city was nine months overdue in payments owed to the company.
Senyeres explained, the delivery was made, but they did not receive the almost P1 million payment from the city government.
