Senator Paolo Benigno Aquino yesterday confirmed the senators have made an agreement not to railroad charter change for the proposed shift to a federal form of government.

Aquino, who had just wrapped up his two-day visit in Bacolod City, explained it was already clear that the senate will not be able to finish the proposal within the year or even next year.

He added, there would be no cha-cha before the May 2019 midterm elections.

“But I think coming from the hearing yesterday even the economic managers of the president are not in favor of the draft Constitution. The question is will Federalism answer the needs of the people? Because it came out that their focus is more on politics,” Aquino said.

He further added the discussions would take longer for cha-cha./DGB, WDJ
