Former Negros Oriental congressman charged over PDAF

The Sandiganbayan recently indicted former Negros Oriental third district Rep. Herminio Teves over the alleged misuse of P10 million from the Priority Development Assistance Fund (PDAF).

The Office of the Ombudsman accused Teves of failing to conduct public bidding when selecting Molugan Foundation, Inc. (MFI) to implement various livelihood programs, which were funded by the said government allocation.

Also named in the case were MFI President Samuel Bombeo and Antonio Ortiz, who previously served as director general for the Technology and Livelihood Resource Center, which received P400,000 in service fees from the PDAF allotment.

PDAF is a fund that had previously been available to members of Congress. In 2013, it was revealed several members of Congress were linked with alleged misuse of funds amounting in the billions.
