Negrense coalition opposes ‘constituent assembly’ approach

Former Negros Occidental Governor Rafael Coscolluela recently revealed his coalition, comprised of various groups from across Negros Occidental, is opposed to the constituent assembly approach in the proposed transition to a federal form of government.

“We didn’t think that [approach] would allow for a proper consultative process,” he explained. “It’s very susceptible to a railroading.”

However, back in January, Abang Lingkod partylist Rep. Stephen Paduano called the constituent assembly approach a “done deal.”

The process requires Congress to deliberate amendments to the Constitution; as opposed to a constitutional convention, where delegates are chosen through an election.

The former governor also expressed concern over the transitory period, pointing out the removal of term limits for incumbent officials and, what he called, “virtual dictatorial powers” to be granted to President Rodrigo Duterte.

“The majority, if not all members of the coalition, are against that,” Coscolluela affirmed.

The coalition kicked off their campaign opposing both “charter change” and the Tax Reform for Acceleration and Inclusion Law over the weekend during events commemorating the 32nd anniversary of the People Power movement./PLL, WDJ
