The Bacolod City Sangguniang Panlungsod (SP) recently approved a resolution calling for the Bureau of Jail Management and Penology (BJMP) to develop an education program for prison inmates.
The resolution, authored by City Councilor Ricardo Tan, called a prison-based education program a “major part of the rehabilitation process.”
“Skills developed in these programs prepare inmates to meaningfully contribute to society,” he asserted.
Tan added, it would also reduce the inmate recidivism rate, or the tendency for criminals to return to prison after previously doing time./NC, WDJ
