Handumanan teen nabbed sniffing ‘rugby’

An 18-year-old was nabbed by members of Police Station 10 (PS10) after he was caught sniffing rugby, a brand of adhesive products often used as an inhalant by street children, at Purok Rosebell-Phase 6B in Barangay Handumanan, Bacolod City, late Wednesday evening.
Police identified the suspect as Ramel Costan, a resident of Purok Mabinuligon in the said barangay.
Reports released by PS10 said they were conducting a patrol along the streets of the barangay when they spotted Costan sniffing the substance from a plastic bottle.
Costan tried to flee police, however, officers managed to catch up with him, resulting in his arrest.
Cops recovered the plastic bottle, which contained the volatile substance.
Costan faces charges in violation of Presidential Decree No. 1619, otherwise known as a decree that penalizes the use and possession of volatile substances./DGB, WDJ
