The Bacolod City Sangguniang Panlungsod (SP) passed a resolution last week reiterating legislation from May 2017, requesting the Department of Social Services and Development (DSSD) and the Bacolod City Police Office (BCPO) to crackdown on the abuse of rugby, the brand of an adhesive product, by street children.
According to the resolution authored by City Councilor Caesar Distrito, the DSSD and BCPO are also tasked with the “rescue” of “rugby boys and girls.”
It also notes, juveniles using rugby as an inhalant are often seen along the streets of downtown Bacolod City, the Bacolod Public Plaza, along Lacson Street near the Capitol Lagoon, and along BS Aquino drive between the Doctor’s Hospital and the Redemptorist Church.
