The Department of Social Welfare and Development-Region VI (DSWD-6) expressed optimism in reforming juveniles in Western Visayas region, following the DSWD-6 Regional Rehabilitation Center for the Youth (RRCY) reporting Guimaras boasts a success rate of 80 percent.
Paul Eclar, resident psychologist, said an independent study found 20 percent of 220 youth offenders who underwent rehabilitation from 2008 and 2013 were slapped with criminal offenses after rehabilitation.
RRCY currently caters to 30 youth offenders who committed criminal offenses, including those involved with the illegal drug trade.
Eclar asserted, rehabilitation is the key to formation and not jail time./WDJ
