According to Provincial Legal Officer, Atty. Jose Ma. Valencia, Engr. Leo Galvez, who had previously accused Provincial Engineer Ernie Mapa of acquiring ill-gotten wealth, has been charged by the Office of the Ombudsman for allegedly failing to process payments when he was assigned to the Provincial Administration Office.
Valencia said he advised Galvez to act on the pending documents in order for the pending payments to suppliers to push through.
Meanwhile, Galvez also filed a complaint before the Civil Service Commission (CSC) against Mapa for allegedly putting him on floating status.
The CSC has since asked the Provincial Human Resource Office to form a Grievance Committee to handle the complaint.
According to Valencia, both cases must be resolved before his office could prosecute Galvez further.
He explained, with pending cases before the CSC and the Ombudsman, his office cannot act of it would constitute “forum shopping.”/WDJ
