Based on the number of indentified drug dependents in the Negros Island Region (NIR), 303rd Infantry Brigade (303IB) Commander, Colonel Eliezer Lozanes, believes strengthening Barangay Drug Abuse Councils (BADACs) could be effective in combating the problem.
He believes a stronger BADAC can run a successful community-based drug rehabilitation program, along with making the process easier with tasks being handled by the barangay, without having duties shared with the province or municipality or city.
Lozanes also wants to replicate the reporting process in the southern part of the country where barangay residents report suspicious movements in their area; although, he prefers residents provide reliable and verified reports through the barangay captains and the mayor so data is managed correctly, making it credible.
He added, all information received is validated but, if they receive too many reports, it will result in a cluttered communication line./WDJ
