The Bacolod City Sangguniang Panlungsod (SP) approved a resolution encouraging all barangays in the city to adopt Electronic Transaction (E-Transaction), which was launched in Barangay Felisa last weekend.
According to the resolution, computerization, technological improvements and innovative methods allow public services to be delivered more effectively and expeditiously, which is in line with Local Government Code of 1991, wherein “barangays shall exercise powers and perform such duties and functions for efficient, effective and economical governance for the general welfare of its constituents.”
E-Transaction is comprised of browser-based software designed to support the barangay in day-to-day transactions, manage documents, and generate transaction reports.
Barangay Felisa launched its E-Transaction program as part of the Barangay Information Management System, making it the first barangay in the region to implement the said system.
According to former Barangay Felisa Captain Mona Dia Jardin, items, such as barangay clearances, can be accessed faster through the program’s link with the Commission on Elections (Comelec), which provides barangay officials access to the names of registered voters./WDJ
